Cmdr. Jennifer Cragg, Commander, Submarine Group 2 Public Affairs<br /><br />MOORHEAD, N.D. (NNS) -- The executive officer assigned to Pre-Commissioning Unit (PCU) North Dakota (SSN 784) is participating in a three-day visit to the namesake state to bring awareness to the 11th Virginia-class submarine, May 1-3.<br /><br />During the visit, Lt. Cmdr. Jeremiah Minner will meet with the USS North Dakota Commissioning Committee, and the North Dakota Council of the Navy League and the West Fargo Chamber of Commerce. Minner will also serve as the guest speaker at the Annual Planning and Awards Conference of the North Dakota Committee for the Employer Support of the Guard and Reserve.<br /><br />"This is a milestone event for me in that it marked my first namesake visit to the state of North Dakota," said Minner. "My goal for this visit is to increase awareness of the submarine and her crew as well as provide an update on her construction."<br /><br />Minner's visit to North Dakota comes about two weeks before the submarine's major milestone - its keel laying - which will be held at General Dynamics Electric Boat's Quonset Point May 11. North Dakota's keel-laying is the submarine's first major milestone since construction began in 2009.<br /><br />In January, Cmdr. Doug Gordon, PCU North Dakota commanding officer, participated in his first visit to the namesake state. During his visit he toured the North Dakota State Capitol, the North Dakota Heritage Center, and visited the city of Bismarck-Mandan. He also met with the state's Navy League, submarine veterans of North Dakota, USS North Dakota Commissioning Committee members, state dignitaries, state legislators, and Chamber of Commerce Board of Directors.<br /><br />"Namesake visits are critical during the construction phase of a submarine," said Gordon, "because these visits increase the awareness of not only the submarine and her crew, but the critical investment by the taxpayers of North Dakota and the nation."<br /><br />In late October 2011, PCU North Dakota Chief of the Boat Master Chief Electronics Technician (SS/DV) Timothy A. Preabt, originally from Mandan, N.D., visited his namesake state. Preabt is currently the only Sailor assigned to PCU North Dakota that hails from the "friendliest state."<br /><br />PCU North Dakota, the second ship named in honor of North Dakota, will be delivered by General Dynamics Electric Boat in Groton and will be the 11th Virginia-class submarine when it is commissioned in 2014.<br /><br />The only other ship to bear the name North Dakota was the Delaware-class USS North Dakota (BB 29), which was in service from 1910 to 1923. "The artistic ability was outstanding and equally impressive were the suggestions of imagery that represents the characteristics of North Dakota."<br /><br />A selection committee comprised of Gov. Jack Dalrymple, Ship Sponsor Katie Fowler, Adm. Bill Owens (Ret.), Committee Chairman Wefald, and Co-Chair Bill Butcher narrowed the pool of designs down to five.<br /><br />"This project was a great opportunity to showcase North Dakota's rich heritage and the outstanding talent that exists among our people, young and old, professionals and amateurs alike," said Gov. Dalrymple. "I was impressed by the creativity and originality of the design ideas and am confident that no matter what crest the U.S. Navy selects, it will proudly represent our great state."<br /><br />The top five designs were submitted by the following people: Scott Raffath of Fargo; Robert Matejcek of Clayton, Mo.; Rebekah Wicklund of Fargo; Burdette B. The event will be held in the Commission Room of Mandan City Hall at 6 p.m. The public is invited to attend in person or tune in to Government Access, cable channel 2. Residents also may call in questions by dialing 667-3237.<br /><br />"There is a lot of debate and discussion regarding Measure 2," says Chamber President Kelvin Hullet. "This event intends to debunk some of the myths and force the discussion of truths so that residents may make sound judgments at the polls on June 10."<br /><br />Representatives from both sides of Measure 2 have been invited to participate in the forum. Charlene Nelson and Robert Hale from Empower the Taxpayer will represent Measure 2 proponents. Jon Godfread and Ladd Erickson will speak on behalf of Keep it Local North Dakota, the coalition opposing Measure 2. Prairie Public Radio News Director Dave Thompson will serve as the event moderator. <br /><br />"We anticipate a healthy discussion about Measure 2. North Dakotans need to understand what they're voting for before they hit the polls. We hope that this event will clarify what a 'Yes' or 'No' vote means not only for the state, but for the people right here in Bismarck-Mandan," said Hullet.<br /><br />The event is free and open to the public. The forum will begin at 6 p.m. at Mandan City Hall on Thursday, March 8. "Designs range from free-hand sketches to professional graphic art. At this point, we would like to send a second push for people to submit their designs before the March 15 deadline."<br /><br />A ship's crest is unique to each U.S. Navy submarine or surface ship. The USS NORTH DAKOTA will be commissioned in 2014 at which time it will be the latest and greatest addition to the Naval fleet. All residents are encouraged to submit their design idea. The committee led the initiative to attract Frontier Airlines, who committed to Bismarck services through a press release on Monday.<br /><br />"We've recognized the need for more affordable air services and have worked tirelessly to attract an airline that will accommodate the travel needs of local residents," shared Air Services Committee Chairwoman Cheryl Fenster. "Our success in attracting Frontier Airlines is a direct result of our ability to bring together public and private support."<br /><br />The Chamber led the charge to assemble an incentive package that appealed to Frontier Airlines. More than $300,000 of travel commitments was secured from 35 businesses and individuals to fill a travel bank, representing support from the private sector. The City of Bismarck pledged an additional $200,000 in revenue guarantees demonstrating public support.<br /><br />"This is another outstanding example of the things that can happen when we work together," said Bismarck-Mandan Chamber President Kelvin Hullet of the public/private initiative that resulted in Frontier Airlines service to Bismarck. "In today's competitive environment, it is important that the community tap into all resources, from within and outside of City government, to attract, retain and develop business."<br /><br />"Community support packages are essential for attracting new airline service," said Greg Haug, Bismarck Airport Manager. "The City and area businesses really stepped up their support to make this happen."<br /><br />The recruitment of Frontier Airlines joins a growing list of Chamber-led projects that involve the coordination of public and private resources. (BIS) from its Denver International Airport (DEN) hub, marking a record 67 nonstop destinations served by the airline from Denver. The new Bismarck service begins May 17, 2012, with five weekly flights. Frontier is celebrating the new service with low introductory fares starting at $60* each way (taxes and fees included) available at FrontierAirlines.com. <br /><br />"This is a significant milestone for both Frontier and the city of Denver," said David Siegel, Frontier's president and CEO. "As the largest low-fare carrier at Denver International Airport, we bring more low-cost, nonstop flight options in and out of the city than any other carrier. (BMI) and Cedar Rapids, Iowa (CID), along with seasonal nonstop service to Bellingham, Wash. (BLI), Great Falls, Mont. (GTF) and Harrisburg, Pa. "In addition to our conversations and surveys with members, the recent statistic that almost 200,000 passengers are boarding at the Bismarck Airport per year signals the opportunity for additional service".  <br /><br />The Chamber has initiated an effort in the business community to secure $300,000 for a travel bank.  Businesses are being asked to commit to purchasing tickets over the course of a year to ensure a new low-fare airline has a minimum number of guaranteed seats before starting service. In addition, the Chamber will ask the City of Bismarck to provide $200,000 as a minimum revenue guarantee. In all, the Chamber is working to present a low-fare carrier with a public/private partnership package of $500,000.<br /><br />"Instead of a straight subsidy for flights, we are seeking to partner with a low-fare airline to provide long-term, low-fare air service to our community," said Hullet.  "To be successful, we are asking businesses to move just a portion of their travel budgets to a low-fare carrier.  While nothing is guaranteed, a model of commitments and a minimum revenue guarantee make it a win-win situation for the community and the air service provider." <br /><br />A minimum revenue guarantee is a tool utilized by many communities to ensure a route is financially successful while building a travel clientele.  Under such an agreement the community provides a modest revenue backstop for the new air service during the first year of operation. The Chamber will ask a low-fare carrier to cooperate with them in creating a model of expenses and revenues.  If the airline meets the model, nothing is paid out. If the model falls short, the airline may tap into the revenue guarantee.  <br /><br />A recent Chamber survey revealed that local residents are driving as far as Minneapolis and Fargo to take advantage of lower fares.  In addition, many business travelers are using the Allegiant Airlines' Las Vegas flight as a hub for other business travel.  The survey also showed that Minneapolis and Denver serve as connectors to other cities for current travelers. <br /><br />With the growth in the state's energy industry, Denver is becoming an increasingly important hub for business travelers.  In addition, travel by business and workers to the south have increased dramatically in the last few years.  With limited housing and an interval schedule for oil industry workers, connecting flights to Houston, Dallas, San Antonio, Austin and Oklahoma City are also important.  <br /><br />"For more than a year, we have worked with Airport officials to identify the requirements to attract a low-fare carrier for our community," said Cheryl Fenster, chairwoman of the Chamber's Air Service Committee.  "Our hope is that we can convince a low-fare provider that North Dakota is a viable market."<br /><br />"In reviewing our opportunities and what it will take to be successful," said Fenster, "the Chamber seeks to create a community support package that will be enticing to fly a start-up schedule.  If we can secure an agreement, it will be up to the community to utilize the service to ensure it becomes a long-term partner of our community."   <br /><br />Since quietly beginning the effort last week to gauge interest in the business community, the Chamber has raised $125,000 in private sector support. However, we feel that the growth in central and western North Dakota can support an additional carrier.  Our belief is this effort will increase the overall passengers flying from Bismarck's Airport. Last year nearly 200 dozen cookies were collected through business and community donations. This year the committee wanted to really show their support for the military and pulled in support from local grocer Central Market and the University of Mary.<br /><br />"Collaborating with local businesses aligns with our committee mission of supporting the military along with giving the business community a way to engage their support at various levels for the troops, veterans and their families," says Shelle Michaels Aberle, committee chairwoman. "Treats for the Troops is an easy way for businesses to participate in showing their support during the holidays. When everyone gives a little, the end result quickly becomes a large success."<br /><br />The committee began collecting monetary donations for cookies two weeks ago through the Chamber's website at www.bismarckmandan.com/events and via the Central Market stores. To date, more than 900 dozen have been donated.<br /><br />"We at Central Market are honored to be involved in this cookie drive. We appreciate all that our military members and families do for us, so helping in this small way is the least we could do," said Arlyn Van Beek, store manager Mandan Central Market.<br /><br />A line up of local leaders will help Central Market staff package the cookies on Monday, Dec. 12 from 1-2 p.m. at the Bismarck Central Market. Lt. Gov. Since the campaign kickoff in August, the committee has secured $2,845,000 in private sector commitments and a pledge of $1.5 million from the Bismarck Public School district for a total of $4,345,000.  <br /><br />"The reception from the community to this project is exceptional," stated Todd Steinwand, campaign co-chair.  "In our visits with the community and businesses, there is broad agreement that the public and private sector cooperating together is good government in action."  <br /><br />To date, the committee has focused on securing rental agreements for the suites. Seven of the 14 suites are now leased. In addition to the suite rentals, $50,000 has been pledged toward the new training rooms and $20,000 in donations has been received. <br /><br />"The next phase of the campaign will wrap up the large commitments and we will start the individual campaign that will seek out those smaller donations," said Tim Hennessy, campaign co-chair.  "We have fans asking us everyday how they can donate $50 or $100. We are excited to roll out that opportunity to allow everyone to engage in this effort.  It truly is a "Community Bowl".  <br /><br />The goal of the committee is to secure the larger commitments by the end of November for the suites, locker rooms, training rooms and the scoreboard. Over the winter months, the campaign will work on the smaller individual contributions. The intent is to secure $8 million so that bids for the renovation can be prepared in January with a goal of starting the renovation next spring after the state track meet.  <br /><br />"The speed at which this is coming together is amazing," said Jim Haussler, chairman of the Community Bowl Authority.  "If you think the adults are excited about this project, you should talk with the kids. Preabt, a Minot, N.D. native and Mandan, N.D. graduate, met with Mandan Mayor Tim Helbling, Bismarck Commissioner Mike Seminary  the USS North Dakota Committee and state and national delegation representatives at the Seven Seas Hotel &amp; Waterpark in Mandan on Oct. 21. <br />	<br />"I am extremely honored to be the first Chief of the Boat of the PCU North Dakota. I have always been proud of my home state and was excited to hear that North Dakota would have a Virginia class submarine with her name," said Preabt. <br />	<br />Preabt's extended family and that of his wife's still resides in North Dakota. When the idea of a namesake visit was suggested, Preabt wanted to participate in the visit to bring awareness to the Virginia class submarine. <br />	<br />"I wanted to take part in this namesake visit prior to arriving in New London, Conn., to spread the word about the construction of PCU North Dakota and my role as the Chief of the Boat," said Preabt.<br />	<br />It's fitting for Preabt, who left North Dakota in 1989 after graduating from Mandan High School, to be representing his namesake state as his final chapter in the U.S. Navy. <br />	<br />"I joined the Navy in May of 1989 the day after graduating from high school. My boot camp company was a North Dakota centennial company, which marched in the North Dakota centennial parade in Mandan," said Preabt.<br />	<br />Prior to taking this assignment, Preabt was preparing for another chapter in his life to begin, but through his wife's encouragement decided to accept the orders to PCU North Dakota as their first COB.<br />	<br />"My original plan was to retire at the end of my COB tour aboard the Los Angeles class attack submarine USS Key West (SSN 722) and to move on to another chapter of my life after the Navy. My wife was the one who encouraged me to be the first COB of the PCU North Dakota," said Preabt. "This is truly a once in a lifetime opportunity; one, that if missed, I most definitely would have regretted." <br />	<br />Preabt added that he looks forward to working with his Prospective Commanding Officer of PCU North Dakota Cmdr. Doug Gordon, who is reporting from Commander Submarine Squadron 15 in Guam. Speaking on the importance of planning for the transition in ownership of businesses will be Small Business Development Center Regional Director Keith Olson of Williston.<br /><br />"Succession planning is important to retaining successful businesses in our community," notes EOP Committee Chair Rob Knoll. A lack of planning for the transition from one owner to the next can lead to a business closure rather than the sale and continuation of a prosperous business. "Mandan has mourned the loss of some great businesses like George's Bakery and Classic Yard. Our committee is holding this training session because we realize it is easier to keep successful businesses going than it is to open new businesses."<br /><br />The committee has asked Olson to share practical advice with business owners on when and how to begin succession planning including how to value a business, methods of selling a business, and the need for sound financial records.<br /><br />The SBDC provides free services to new and existing businesses pertaining to all facets of owning and operating a business. The SBDC is supported by the U.S. Small Business Administration, the State of North Dakota as well as local partners. The company will donate $2 million through a 10-year agreement with the Bowl Authority and retain the right to extend the agreement from 2022 through 2032 for an additional $1 million. The venue will be known as the MDU Resources Community Bowl upon completion of the renovations.  <br /><br />"The Community Bowl is a tremendous resource for Bismarck and the surrounding region," said Terry Hildestad, president and CEO of MDU Resources. "It is an outstanding athletic facility for our young people, and the events that take place there attract people from across the state who put money into our local economy."<br /><br />"MDU Resources is privileged to be part of this public-private partnership that will enable all of us to continue enjoying the facility," he said. "Bismarck is a very good home to our company and our employees, and this is a unique opportunity to contribute back to the community in a way that will provide lasting benefits."<br /><br />The "Protect Our Turf" campaign seeks to raise $8 million from private and public sources to renovate the infrastructure and repair the track. The modern-day Bowl was opened in 1997 and since then, limited upgrades to the venue have occurred. While the Community Bowl Authority maintains and operates the venue, the fundraising campaign is led by co-chairs Wells Fargo Vice President Todd Steinwand and US Bank President Tim Hennessy from the private sector.  <br /><br />"From a private sector perspective, the Community Bowl represents good government," said co-chair Steinwand. "In the long run, it is more cost effective to have one well-funded, well-maintained facility than to build multiple fields. The business community views this project as a tremendous public-private venture that will serve the community and the region. We are very appreciative that MDU Resources agreed to make the lead donation to kick off the campaign."<br /><br />The Community Bowl Authority represents the participating public entities including: Bismarck Public Schools, the City of Bismarck, Bismarck Parks and Recreation, St. Mary's High School, Bismarck State College and the University of Mary.  Since the renovation in 1997, the Bowl has hosted more than 6,000 events including the North Dakota State High School Track Meet, high school and college football, track and soccer.  <br /><br />"The Bowl is a great venue but it is in dire need of updating and infrastructure repair," said Hennessy, campaign co-chair.  "It looks great from the stands but when you really take a close look, there are a number of infrastructure issues that need attention to maintain this venue as one of the best in the region and our student athletes deserve an updated facility."   <br /><br />Upgrades to the venue include:<br />•	Resurfacing the track<br />•	Renovating and adding onto the locker and training rooms<br />•	Creating storage for track and maintenance equipment<br />•	Demolishing and rebuilding the north side venue center to include a bigger concession stand, improved press and coaches areas, a new scoreboard and spectator suites<br /><br />"From the public sector, we greatly appreciate the private sector leadership in renovating the bowl," said Jim Haussler, chairman of the Community Bowl Authority. "We have discussed updating the venue for five years but needed the private sector leadership to help us really understand how to move forward."  <br /><br />Spring 2012 is the anticipated start date for renovations to the venue with the Bismarck Public Schools acting as the contracting agent for the renovations. We aim to uncover lessons learned to minimize our recovery time."  <br /><br />The day will feature morning and afternoon sessions. Included in each session is a keynote speaker followed by numerous breakout sessions. The breakout sessions will cover a variety of topics from the public and private sector perspective. In the afternoon, a session will be crafted specifically for local elected officials to participate in a panel discussion with the invited community representatives.  <br /><br />"From an economic perspective, the flood represents a business interruption," said Hullet. "The duration of the event and the cleanup yet to come are uncertainties that have our businesses and community a bit on edge. With this conference, we hope to better understand how the timelines worked in other communities and how their business community and civic leaders worked together."  <br /><br />While the day is focused on Bismarck-Mandan, the speakers at the conference have statewide appeal.  The Chamber is inviting communities across the state and region impacted by flooding to attend the conference. S. Small Business Administration (SBA) Administrator Karen G. Mills announced today.  <br /><br />The declaration covers the North Dakota counties of Burleigh and Ward for damages caused by flooding that began February 14.<br /><br />"The U. S. Small Business Administration is strongly committed to providing North Dakotans with the most effective and customer-focused response possible, and we will be there to provide access to federal disaster loans to help finance recovery for residents and businesses affected by the disaster," said Mills.  "Getting our businesses and communities up and running after a disaster is our highest priority at SBA."<br /><br />Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.  Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.  <br /><br />Businesses of any size and private, non-profit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.  SBA can also lend additional funds to homeowners and business owners to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.<br /><br />For small businesses and most private, non-profit organizations of any size, SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.  EIDL assistance is available regardless of whether the business or non-profit suffered any property damage.  <br /><br />Interest rates can be as low as 2.563 percent for homeowners and renters, 4 percent for businesses, and 3 percent for private, non-profit organizations, with terms up to 30 years.  Loan amounts and terms are set by SBA and are based on each applicant's financial condition.<br /><br />To be considered for all forms of disaster assistance, victims must first call the Federal Emergency Management Agency (FEMA) at (800) 621-FEMA (3362).  As soon as Federal-State Disaster Recovery Centers are opened throughout the affected area, SBA will provide one-on-one assistance to disaster loan applicants. The Bismarck-Mandan Chamber, in cooperation with the City of Bismarck, is asking for 1,000 volunteers to turn out on Sunday afternoon for the "Sunday Sandbag Throw Down" at the Northern Plains Commerce Centre in Bismarck.  <br /><br />"The support in the community for those impacted by the flooding is tremendous," said Kelvin Hullet, president of the Chamber.  "We need one big push on sandbags to ensure the reserve stockpile is in place for emergencies."<br /><br />The "Sunday Sandbag Throw Down" starts at noon on Sunday and will run to 6:00 that night. The goal is to produce 500,000 sandbags over the course of six hours.  The Commerce Centre location has two spider machines for sandbagging and giant piles of sand will be available for those willing to shovel. <br /><br />To accommodate the "Sunday Sandbag Throw Down" and the volume of volunteers, the City is asking residents who need sandbags to pick them up from the Fairground or Bobcat locations.  The Commerce Centre will be a production area only on Sunday afternoon to fill as many bags as possible. <br /><br />"We will again have music, food, sweat and soreness, for a good cause," said Hullet.  "Cloverdale is making sure we have hot dogs and brats and Dan's is providing the buns." <br /><br />The production of sandbags will be focused at the Commerce Centre only as Mandan has met their quota.  Residents are asked to bring shovels, gloves and sunscreen. Suspends Sunday Business Hours</title><link>http://www.bismarckmandan.com/news/detail.asp?newsID=187</link><description><![CDATA[Gov. Jack Dalrymple yesterday eased public bidding requirements and Sunday business hours to support the emergency needs of communities that are preparing for major flooding.<br /><br />Dalrymple issued an executive order that relaxes time limits, publication requirements and other bid requirements to help cities and counties expedite the contracting of goods and services needed to safeguard people and property from flooding. <br /><br />In the executive order, Dalrymple also allows businesses to open prior to 12 p.m. on Sundays so they can provide the public with goods and services essential to flood-fighting efforts. Businesses that do not sell or rent products or services related to flood-fighting activities should remain closed on Sundays until noon.<br /><br />The Governor's order is effective immediately and will remain in effect until July 31, 2011.<br /><br />In April, the Governor issued an executive order waiving service hours and weight restrictions for commercial truck drivers who provide direct assistance for flood relief efforts. The order, which remains in effect for the duration of statewide flood emergency response efforts, was issued to allow for the expedited transportation of equipment and other goods essential to flood-fighting efforts. All road safety and vehicle compliance regulations still apply and will be fully enforced. The committee invites not only members of the military, but also members of the Chamber to attend.  Comments will be provided by Lt. Gov. Drew Wrigley, North Dakota National Guard, Chamber President Kelvin Hullet and Military Affairs Committee Chairwoman Shelle Michaels. <br /><br />To bring more soldiers to the event and ease parking, the committee will be running a Brats for the Brave fun bus. The bus will leave the Raymond J. Bohn Armory in east Bismarck to take troops from the armory to the Chamber for lunch. The bus departs at 11 a.m. and will return at 1 p.m.<br />	<br />In addition grilled food and gratitude, Brats for the Brave will feature the announcement of The Golden Eagle Award nominees. She has the utmost respect for all, but has the uncanny ability to guide students through murky situations where they grow and prosper from experience."<br /><br />Sibla is credited with bringing novelty and enthusiasm to the classroom; characteristics her students love and appreciate about her teaching style.<br /><br />Sibla began teaching at the university full time in 2002 and was named program director in 2006. She received her master's degree 2003 and her doctorate in 2007. She is highly respected and loved by peers and students alike. She is involved at Spirit of Life church and the Bismarck High School volleyball boosters club. She is a three-time Bush Grant recipient and was named in the "Who's Who Among American Teachers" in 2005. Mandan High School Senior Thomas Peterson received the Student Chamber Scholarship during a school assembly on May 11.<br /><br />According to Student Chamber staff coordinator Sally Paulson, the scholarship was created as a way to recognize students for their active participation on the Student Chamber and for their leadership tendencies outside of the Chamber.<br /><br />"Our intent is to recognize an outstanding local student and to provide some financial relief for their first year of post-secondary school," Paulson says.<br /><br />The $500 scholarship will be awarded annually to a graduating senior who has served on the Student Chamber for two years. To be considered for the scholarship, the student must be attending a North Dakota college, trade or technical school upon graduation.<br /><br />Peterson joined the Student Chamber his junior year. Throughout his membership, he has taken an active role and built new relationships with his peers. Peterson plans to attend North Dakota State University and major in mechanical engineering. In addition to the Student Chamber, Peterson has been active in 4-H, football, baseball, wrestling, National Honor Society and FFA. Selected for her dedication to students, innovative teaching techniques and commitment to the community,<br /><br />"Outstanding is a word I use often when talking about this teacher," said nominator and fellow teacher Carolyn Fischer. "She does so many extra things over and beyond the regular curriculum and she does them with a smile on her face and a laugh in her voice. She is truly amazing and I feel very fortunate to have her at Grimsrud."<br /><br />According to her co-workers, Schroeder includes her students in decision making in her classroom and wants them to be involved in their own learning. She also holds them accountable for their learning and behavior.<br /><br />"She is willing to teach to many different learning styles and personalities. This ability alone makes her an outstanding teacher as it creates an environment where every child can learn," said parent Sandy McMerty.<br /><br />Schroeder was born and raised in North Dakota and graduated from the University of Mary. She lives in Bismarck with her husband, children and dogs. <br /><br />Schroeder is an active community volunteer. In addition to dedicating her time to charity, she engages her students in volunteer projects and inspires them to give back. She has written a number of grants to support classroom activities and to enhance the curriculum for her students. Schroeder belongs to a professional learning community. The Chamber's commitment to excellence in education can be clearly identified through its ongoing effort to identify and honor educators from the Bismarck-Mandan education institutions.<br /><br />Currently in his 15th year of teaching, Seil teaches and directs New Generation Jazz Choir, music theory, and co-directs the Concert Choir, Prep Choir and Women's Choir at Bismarck High School. Seil sees things in his students that they may not see in themselves; he sees potential. Seil has helped to grow choir enrollment in the past eight years from 83 to 220 students.<br /><br />"In my 35 years in education, I have never met a teacher that is as inspirational and dedicated toward his students as Mr. Michael Seil! Mr. Seil clearly ranks at the head of the class when I reflect upon teachers who can lead students to new and higher levels of achievement," said Kenneth Erickson, BHS principal.<br /><br />One reoccurring theme in each support letter that came from Seil's students was his dedication to bringing out the best in his students, even when they didn't know they were unsure of themselves and their talent. Many felt they have been pushed and inspired to go farther than they have ever gone before and become more confident in their ability to sing and be a part of the music family. In fact, quite a few of Seil's students shared that in his class they finally felt like they belonged to something…a family.<br /><br />Seil is a North Dakota native, having graduated from Century High School in 1991 and the University of North Dakota in 1995. He is married to Sheri and they have a son, Harrison and a daughter, Addison.                                               <br /><br />In addition to teaching at Bismarck High, he also directs the Kantorei and Cantus Choirs of the Central Dakota Children's Choir, teaches 40-50 private vocal students, volunteers at Corpus Christi church and performs in the teacher rock band, Led Knoephla. <br /><br />The Bismarck-Mandan Chamber of Commerce congratulates Mike Seil on being the recipient of the 2011 Outstanding Secondary Teacher of the Year. More than 70 businesses set up product and service displays. Spread out within the hotel's ballroom, the Spring Mixer drew hundreds of spectators despite the warm weather outdoors.<br /><br />"The Spring Mixer continues to grow each year," says Susie Kocourek, event organizer and senior program director for the Bismarck-Mandan Chamber. "The event's growth is an excellent indicator of the strong business environment in Bismarck-Mandan."<br /><br />Kocourek estimates that close to 600 people perused the displays between 5 and 7:30 p.m. In addition to learning about local businesses, attendees were able to taste the cuisine of local caterers through multiple hors d' oeuvre stations.<br /><br />The Spring Mixer is one of the Chamber's largest gatherings of its members. The committee of volunteer community members does not endorse or oppose candidates.<br /><br />Earlier this year, the LPI committee held a forum to stimulate Mandan citizen interest in serving in local government offices.
