D47 Senate

Garrett Whitecalfe
Garrett Whitecalfe (D)

1. As a small business owner in the state of North Dakota, I envision the state to be a land of opportunity to all that come. A great place to raise a family and where business prospers.

2. The fact that I care about the people of ND qualifies me the most for State Senate. I'm also a small business owner that is looking out for the best interest of other business owners and the people District 47.

3. Ensuring that we pass legislation that enables young adults to confidently take the risks that I have taken and to lessen the burden on new startups.

4. The biggest opportunity is our room for growth and to reverse the out migration of ND's youth. Were also in a time where we can unite and reconnect the youth of today with the government of ND.

5. I think it's a great way to interconnect with friends, family, the community and community events. It's a great resource that can be utilized for business.


Ralph Kilzer
Ralph Kilzer (R)

1. My vision is my children and grandchildren can be as happy as I have been living in beautiful North Dakota. I was born here, grew up here, worked, played, and raised my family here. I intend to enjoy my retirement and end my days here.

2. I've lived here except while in military service and receiving my graduate training. I've paid taxes and been involved with my family in many activities in the state. I think I know the needs of ND and its people.

3. The biggest challenge for ND government in the next two sessions is the overreach of the Federal government. Last session, Obama came out with his stimulus package of $787 billion. While it's nice to receive federal dollars, it threw a wrench into the budget process. Depending on the upcoming election, we may see more unpredictable and damaging behavior at the federal level. No doubt, our legislature will receive mandates from the Federal government. Representative Keiser's interim Industry, Business, & Labor committee has determined the Health Care Reform law will cost ND $1.1 billion over the next decade.

4. Increasing the rainy day fund. The budget stabilization fund and the permanent oil tax trust fund each have over $300 million in them. Without increasing income and sales taxes, we may continue to maintain the property tax relief that Governor Hoeven and the Republican legislature granted last session.

5. While I communicate mainly by email, I marvel at the instant communication available through technological inventions. I hope someday I can learn how to use them.
