1. To continue to find ways to consolidate government services in the two counties and two cities. This was an original campaign idea of mine four years ago and it has proved to be a daunting task. Ultimately, this costs taxpayers. Just as the Bismarck-Mandan Chamber works for good of both sides of the river, I would like to explore ways of ultimately creating a metropolitan-style of government. I belies this would streamline services and provide lower government costs. (Please select the appropriate county). The other questions are as follows:

2. I have served the citizens of Burleigh County for one term and have learned a great deal. That experience, coupled with my experiences in state government and the private sector and my education with a BA in political science affords a unique blend of qualifications for county commissioner.

3. It will be to convince citizens and decision-makers on both sides of the river that a consolidation of government services is in their best interests. The first step will be to sit down and discuss it seriously.

4. Attracting the best and most talented people to stay and work in our communities. My wife Patti and I moved here by choice 20 years ago and have raised 10 children in this community. We have an opportunity to attract more families here if we keep taxes and crime low. That's the opportunity we have, how do we capitalize on that?

5. I use them all, both at work and home. Come check out www.MarkArmstrong.info, find me on www.Facebook.com/markarmstrong2 or www.Twitter.com/markarmstrong. We should use them more in government too for easy, instant communication.

1. I see Burleigh County as becoming an economic leader in the state of North Dakota. The county should encourage the creation of small businesses and attract established businesses to relocate in Burleigh County. This business friendly environment will create more opportunities for people to live and work in our county.

2. I am qualified for the office of Burleigh County Commissioner because of my passions for helping people and politics. I can represent the people of Burleigh County since I would listen to what people need and then act on it for them. Politicians that have been in office for many years are no longer able to that efficiently since they lose touch with reality.

3. The biggest challenge that I see if elected is making sure that the economic recession does not hurt North Dakota or Burleigh County. Many people believe that the economy of North Dakota will not be affected by the recession and so they do not prepare for it. The best thing that Burleigh County can do is attract more businesses to the county to not only prevent the recession from affecting us, but to make the economy better.

4. The biggest opportunity I see if elected is to bring the energy boom to Burleigh County. This can be accomplished by building more and better wind turbines for more permanent growth.

5. Social media is a wonderful communication tool overused by many. Nobody is important enough for people to know their every thought.

1. I foresee N.D. becoming one of the major areas in the nation supplying coal, oil, gas, and ethanol as well as wind energy. Burleigh County's and Bismarck's commerce will continue to grow at a rapid pace as this area becomes the corporate center supporting these activities.

2. My extensive knowledge of urban and rural Burleigh County; my 25 years of working with Burleigh County's townships and municipalities; and my belief that cooperation between these agencies is of the utmost importance puts me in a unique position as Burleigh County Commissioner.

3. The continued growth and development of Burleigh County will bring a number of challenges - both affordable housing and overcrowding of the detention center are two of the major concerns facing the County Commission.

4. Our biggest opportunity will be jobs. With the growth of energy industries such as wind farms, increased ethanol demand, and a portion of the Three Forks oil formation located in Burleigh County, there can be only more and more employment opportunities.

5. Social media is an excellent means of modern communication. One must keep the caveat in mind that whatever is put on the internet can be seen by the whole world and can have diverse interpretation.

1. My vision for the county is more cooperation and collaboration within Burleigh/Morton to provide residents quality services with efforts directed towards the reduction of the tax burden for residents while providing needed services.

2. Long-time resident of Burleigh County with a track record of public service. I have been a state employee for years, serving as an appointee of Governor Hoeven on the ND State Commission on National and Community Service. I am the current chair the Missouri Slope Area United Way Children and Families Vision Council. I am past president of the ND Hunter Educators Association, and a board member of the ND Wildlife Federation. A member of the National Rifle Association and Pheasants Forever. My membership allows me to interact with many people in Bismarck/Mandan and Burleigh/Morton counties as well as across the state.

3. The county has several issues that need addressing: flood control and a comprehensive energy policy. There are issues of collaboration/cooperation between Burleigh/Morton counties and between the cities of Bismarck /Mandan like a Combined Law Enforcement Center (CLEC). This will be a challenge in getting all parties to the table and on the same page.

4. The possible collaboration regarding opportunities for combining services to reduce the tax burden. Meetings are underway regarding a CLEC, and work is needed to assure the needs of all are met while providing the best possible service and price.

5. It is my opinion these are viable communication tools that need to be managed to assure the confidentiality and safety of users.

1. I believe Burleigh County is moving forward and positioned for a bright future. One key area is a comprehensive Strategic Plan for Burleigh County that encompasses fiscal restraint, consolidation of services and infrastructure development that ensures Burleigh County is business friendly and prepared to deliver the essential services that Burleigh County citizens expect and deserve.

2. Working for the North Dakota Association of Counties/North Dakota League of Cities has afforded me great insight to local government functions and operations throughout the State of North Dakota. This experience along with my military career have provided me the education and experience to be an effective leader for Burleigh County.

3. Being continually proactive to the growth of Burleigh County in the ensuing years. We need to ensure that we are good stewards of revenues and that funds are spent appropriately while practicing fiscal restraint.

4. The biggest opportunity in the foreseeable future for Burleigh County is with growth. I believe that collaboration with township and city councils, along with other entities, will lead to a better overall living and business environment for Burleigh County citizens.

5. Social media is becoming the norm within society and one that I embrace. Social media is a quick, efficient, and useful tool to inform constituents of current and future events and I like that some county agencies are using social media effectively. I am using social media throughout my campaign and can be found at the following sites:
